touching up poly finishes

I have a black Greco from 78 that needs touch up to the top,more than drop fill and less than a full respray. I believe the finish is a poly of sort, will either of these adhere generally speaking, nitro lacquer or Crystallac waterbased. Id need a black then a clear. any tips or suggestions will help

CA is the best thing for this. I use Glu Boost which also has tints for coloring. They do have a black tint.

If it is poly then nothing will stick to it without scuffing it....not even poly.
