CA does not wick under electrical tape. At least not when I've used it. I think I got that from Don Teeter's books.

I originally started with KTM 9 and was happy with it, but it has been discontinued. So now I am using KTM SV which I like better. I order it directly from Grafted Coatings. They ship it by mail. No problems. I don't think there are any dealers in Canada.

Also when levelling frets 80 grit is way too coarse. 220 or 320 will get you there quick enough.

My ebony binding is about .060 in. thick and I have no problems bending it in a side bender. I put wet paper on each side and bend at 300 to 350 degrees. It will occasionally crack, but it is easy to repair with black CA or epoxy.

Is the crack actually glued? Is there glue squeeze-out on the inside? If not it may not have been glued, but only taped. It looks like tape residue to me. Mineral spirits or naptha would be my first solvent to try.
