It's always best to fill with new wood. The marks don't appear all that deep. I'd file it back to clean wood and glue new mahogany in place with epoxy because it is the best at filling any gaps left- don't try to take the damage down all the way, it would be ok to leave a few of the deeper damage. Yes, it is. But most of the time all you can get is three-way or five-way switches, and that gives you something to do with that extra position. Going with humbuckers would remove any chance of getting a real telecaster sound. Nothing but telecaster pickups will give you that. I find getting a good fit and using tape works best for me. I tried wrapping once and the combined wraps built up so much pressure that it actually warped the body!

Make sure the cap is wired in correctly, it goes between the hot lead and ground. If that's right then try a new cap....it doesn't have to be permanent, just to test things. If that fixes it, then find a nice one like an orange drop or something to replace the bad one.

Or you can use a set screw adjustment system, look at Fender's "Micro tilt" system. But stick with the four bolts.
