I imagine the evolution of drilling tools starting with a metal rod which you flatten with a hammer on the end. From a chemist standpoint, the material soaks into the pores and fibers of the wood, and cannot be removed. It is a permanent change. From a wood working viewpoint, it is supposed to "tighten" the pin. If you drill a hole in wood (or plywood) and then the wood becomes more humid it swells....

This is the Bass section of the piano-- No pins or strings. Note the discoloration around the pins.
