What's the best way to dull down these plated gold and plastic pearl tuning machines? Thanks.

You could wipe them down with aqua regia (1 part nitric acid to 3 parts hydrochloric acid) then rinse them in running water. If you leave the solution on too long it will strip the gold plating.
